United States – European Union: Toward the Integration of Critical Materials Supply Chains

On April 24, the European Union and the United States signed a Memorandum of Understanding (MoU) on a strategic partnership in critical minerals and agreed on an EU–US Critical Minerals Action Plan. These initiatives reflect the EU's commitment to deepening cooperation on critical raw materials. The signing of the MoU by Maroš Šefčovič and Marco Rubio, together with the EU–US Critical Minerals Action Plan (with Jamieson Greer), introduces an operational framework that goes beyond declarative cooperation.

The approach covers the full value chain — exploration, extraction, processing, refining, recycling, and recovery — while also integrating investment, innovation, and geological mapping.


From a technical and regulatory standpoint, the distinguishing elements lie in the specific instruments contemplated:



  • potential border-adjusted price floors

  • subsidies to bridge price gaps

  • offtake agreements

  • common standards across mining, processing, and recycling

  • stockpiling strategies

  • supply disruption response mechanisms


This configuration points toward a market environment that is beginning to be partially by design.


The Action Plan also opens the door to a plurilateral extension and potential deployment through forums such as the G7.


Direct implication for projects: supply risk is no longer purely exogenous — it now depends on coordination frameworks between economic blocs.


For Europe, the challenge is one of execution: development timelines still running at 10–15 years, the need for aligned capital, and downstream industrial capacity that must be built out.
